In Monitor/Service/HTTPS.php there is:
require_once 'Net/Monitor/HTTP.php'
Which should be
require_once 'Net/Monitor/Service/HTTP.php'

in the latest released version of the package, which you can download at
http://pear.php.net/get/Net_Monitor
