removeUser has wrong order of operations
1. remove user from auth container
2. remove user from perm container

this should be reversed because in current form it prevents use of foreign keys in real databases.

This bug has been fixed in CVS.

In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pear.php.net.
