I tried to open a local file (in the same directory where excel file is) and I can't using ./file.html (for example)
You can if you put c:\file.html, but if you move the directory this will fail.
I tried using writeurl or writeformula (link) with same result.

I guess from "c:\file.html" that you are trying to use Spreadsheet-Excel-Writer through PHP on a Windows box ?

I think the problem is simply that the web server doesn't have the right to write the file in the current folder (where you want file.html -- bad idea not to use the xls extension by the way) whereas with a default configured windows 2000 or windows XP everyone can write at the toplevel of C: (and so "c:\file.html" succeeds).

So look at the security settings of the directory you want ro write in. The user the wer server runs as should be allowed the right to create and write files. It is the way to fix your problem IMHO.

I think you don't understand me.
I have a debian web server (php 5.0.7) where I create the excel file.
But if you create an excel file with MS Excel, you can point a link to a relative path, so if you have a directory with the excel file and an other file, you can create a link to it's relative path (./file.html). The advantage of this feature is tha you can move the directory with both files and the link still working OK.
When creating with Spreadsheet-Excel-Writer you can write a link to an absolute path and that works ok, but NOT to a relative path.
Hope you undertand the point.

./file.html is not a valid relative path in windows. What is the path you are using?
