http://pear.php.net/get/HTML_Template_IT-1.1.1.tgz

is missing. The pear.php script knows there should be an
update available, but when the tarball is requested, the PEAR
site responds with:

release:: the package you requested has no release by that
number

Test script:

pear upgrade HTML_Template_IT

Expected result:
----------------
Expect the new version to be installed.

Actual result:
--------------
Could not download from "http://pear.php.net/get/
HTML_Template_IT-1.1.1.tgz", cannot download "pear/
html_template_it"
